Regular SEO includes the content, the on-page and the links. Technical SEO is the foundation; the rest of the SEO strategy builds on it. Without technical SEO, the content and the links do not compound as well.

For most technical SEO work, yes. We work as an engineering extension, with the codebase and the search console access. The changes are written as code, shipped through the same CI/CD pipeline, and watched in the same way as any other engineering work. The audit is the only piece that can be done without codebase access.
