How Much Does App Development Cost in the UK in 2026? Agency vs Offshore

App development cost in the UK depends on platforms, integrations and compliance. Compare agency, freelancer and offshore quotes, plus VAT and data rules.

App development cost in the UK depends less on the day rate than on what the team has to build, who keeps the code afterwards and how much rework the first quote hides. A UK agency, a freelancer and an offshore team in India can all deliver a good app. They price risk, management time and ongoing support differently, and that is where the real gap between quotes comes from.

We are a software company in Greater Noida, so we are not neutral. We have still tried to write this the way we would want a founder to explain it to us: what the cost drivers are, how to compare quotes properly and where an offshore team is not the right answer. You will not find a £ price list here. Published UK ranges vary widely, mostly come from agencies selling the work and cannot be tied to an official source, so we would rather show you how to build your own estimate.

What drives app development cost in the UK

Whoever builds it, the price of an app follows the same five drivers.

  • Platforms. An iOS app and an Android app built natively need roughly twice the effort of one codebase. Cross-platform frameworks such as Flutter produce both apps from one codebase, which usually lowers build cost. The trade-off is that features needing a brand-new platform API can take extra native work.
  • Screens and user roles. A customer-only app with eight screens and an admin panel is a different job from a marketplace with customers, providers and staff, each seeing different data.
  • Back end and integrations. The visible app is often the smaller part. Accounts, payments, notifications, an admin console, reporting and links to your CRM, accounting package or stock system are what take the time.
  • Design depth. Following standard platform patterns is quicker than a fully custom interface with animation and its own design system.
  • Compliance and security. Anything that stores personal data needs lawful handling under UK GDPR, sensible access control and a retention plan. Health, finance and children's products add work on top.

When you ask three suppliers for a price, ask each to list its assumptions against these five items. Two quotes that differ by 40% usually differ on an assumption, not on skill.

Agency, freelancer or offshore team

The three models trade price against management effort.

A UK agency

You get one local contract, a team in your time zone and usually an in-house designer, project manager and tester. You also pay for the agency's office, sales team and management layer, which is why day rates are higher. This suits regulated products, large organisations that need a UK-based supplier on paper and projects where face-to-face workshops matter.

A freelancer

A freelancer is cheapest per hour and quickest to start. The risk is concentration: one person covers design, back end and testing, and if they fall ill or move on, you inherit code only they understand. It works well for a small, well-defined build with a clear handover.

An offshore team in India

An offshore software company gives you a full team (developers, a tester, a project manager and a designer) at a lower blended cost than a UK agency, because salaries and overheads are lower. The cost is communication discipline: written scope, regular demos and clear ownership of decisions. Working hours overlap for roughly four to six hours of the UK day, depending on the season, which is enough for a daily call and live reviews.

The cheapest option on paper is not always cheapest in practice. A low quote with a vague scope produces change requests; a fixed quote with a written scope does not. Ask what happens when you change your mind in week six, because that moment decides the final invoice.

How VAT applies to an offshore build

Many UK buyers assume buying from India adds tax. For a VAT-registered business, buying services from a supplier outside the UK generally means you account for UK VAT yourself through the reverse charge, and in most cases you can reclaim it on the same return. HMRC sets this out in its guidance on the place of supply of services: for business customers, services are generally treated as supplied where the customer belongs. The overseas supplier should not add UK VAT to its invoice.

If you are not VAT-registered, or you make exempt supplies and cannot recover VAT fully, the position differs. Ask your accountant before you sign. Do not treat this paragraph as tax advice.

Data protection costs people forget

If your app holds personal data about UK users and an Indian team can see that data, UK GDPR treats this as a restricted transfer. The ICO's guide to international transfers explains the order of steps: check for UK adequacy regulations for the destination country, and if there are none, use an appropriate safeguard such as the International Data Transfer Agreement (IDTA) or the International Data Transfer Addendum, and complete a transfer risk assessment. At the time of writing India does not have UK adequacy regulations, so expect the IDTA or Addendum route.

This is paperwork, not a barrier, and it goes faster when planned. A sensible offshore team will also reduce exposure in practice:

  • Develop and test against synthetic or anonymised data, so developers rarely touch live personal data.
  • Keep production access limited to named people, with logs.
  • Host production data in a UK or EU region of a major cloud provider, in an account in your name.
  • Put a data processing agreement and an NDA in place before any real data is shared.

Budget a little time for this in the first fortnight. It is much cheaper than discovering the gap in a customer's security questionnaire.

What a fair quote contains

Whichever supplier you choose, a quote you can compare covers:

  • A written scope listing screens, user roles, integrations and what is out of scope.
  • A fixed price per milestone, or a clear cap on time and materials.
  • A named team, with who is on the project and how much of their week.
  • A demo cadence. We put working software on a staging server every two weeks, so you can see progress and change direction early.
  • What you own at the end: source code, design files, app store accounts and cloud accounts in your company's name.
  • Warranty or support terms after launch, including who fixes bugs found in the first weeks.

Be careful with quotes that skip testing, app store submission or the admin panel. They look cheaper because they leave out work you still need.

Costs after launch

The build does not end the spending. Plan for hosting, third-party services (maps, SMS, payments, push notifications), app store developer accounts, operating system updates each autumn and ongoing fixes. Treat the yearly cost of keeping an app healthy as a separate line in your budget, and ask each supplier what a support plan covers.

Is offshore right for your project?

Offshore development works best when you have a clear problem, a person who can make decisions within a day and an appetite for written specifications. It suits less well when you need workshops in a room every week, when the product is still an idea with no defined users or when your sector requires UK-only staff on the project.

For a first version, a sensible route is a short discovery phase: user roles, core journeys, an interface prototype and a fixed quote for version one. We have built mobile products of our own, such as the UrbanSetu home services app, one Flutter app that serves both customers and service professionals. It was built for the Indian market, but the same discipline applies in London: a narrow first release, then iteration.

FAQs

How much does it cost to build an app in the UK?

It depends on platforms, screens, user roles, integrations and compliance work, so any single figure is misleading. Get at least two written quotes against the same scope and compare their assumptions line by line. Be wary of any price offered before the supplier has asked what the app must do.

Is it cheaper to hire an offshore team than a UK agency?

Usually the blended cost is lower because salaries and overheads are lower, but the saving shrinks if scope is vague or management is thin. The best protection is a written scope, a fixed quote per milestone and regular demos.

Do I pay UK VAT on an app built in India?

If you are VAT-registered, you generally account for VAT through the reverse charge and can usually reclaim it on the same return. Read HMRC's guidance on the place of supply of services and confirm your own position with an accountant.

Does using an Indian developer break UK GDPR?

No, but giving them access to UK personal data is a restricted transfer that needs a safeguard such as the IDTA or the Addendum, plus a transfer risk assessment. Using test data during development removes most of the exposure.

Who should own the code?

You should. Make sure the contract says source code, designs and store accounts are in your company's name from day one.

Key takeaways

  • App cost follows five drivers: platforms, screens and roles, back end, design depth and compliance.
  • Compare quotes by their written assumptions, not just the total.
  • A VAT-registered UK buyer generally accounts for VAT on overseas services through the reverse charge.
  • Giving an Indian team access to UK personal data needs an IDTA or Addendum and a transfer risk assessment.
  • Budget separately for hosting, store accounts and yearly updates after launch.
