HSN stands for Harmonised System of Nomenclature. It is an international system for classifying goods, and India uses it under GST to tie each product to a rate. Codes run from chapter level (two digits) down to eight digits, with more digits giving a finer classification.
SAC stands for Services Accounting Code. It classifies services the same way. SAC codes in India start with 99. A four-digit SAC code such as 9983 covers a broad group, and six-digit codes such as 998314 point to a specific service, here IT design and development.
Your turnover decides how many digits you must show on a tax invoice. Your CA can tell you the requirement that applies to your business.
The list holds common codes that small businesses ask about: daily goods, electronics, vehicles, clothing and footwear, plus common services such as consulting, IT development, hosting, rent of commercial property, accounting, advertising and road transport of goods.
It is not the full tariff. Many products have several codes depending on form, packing or price, and some carry a different rate when sold in a certain way. Clothing and footwear, for example, change rate at ₹2,500 a piece or pair, so both rows are shown.
If your product is not listed, search the CBIC rate finder, or ask your CA to classify it. A wrong code can mean the wrong tax on an invoice, so it is worth getting right once and saving it.
The rates shown follow GST 2.0, which came into force on 22 September 2025. The general slabs are now 5% and 18%, with 40% for a short list of items. The 12% and 28% slabs were removed on that date, so no row in this list carries them.
Rates can change after a GST Council meeting. That is why every result should be checked on the CBIC site before you bill. If you spot a rate that looks out of date, please tell us and we will fix the list.

An HSN code classifies goods and a SAC code classifies services. Both link an item to its GST rate. SAC codes in India start with 99, so any code beginning 99 in the results is a service.
IT design and development services fall under 998314, IT consulting under 998313 and hosting under 998315. The right one depends on what you actually supply, so confirm it with your CA, especially for mixed contracts.
No. The list is a reference. Rates can change and some items have conditions, such as a price limit. Confirm the code and rate on the CBIC site before you raise an invoice.
The list covers common items only. Try a broader word, or type fewer digits of the code. If it is still missing, use the CBIC rate finder or ask your CA to classify it.
It depends on your turnover, and the rule has changed over time. Ask your CA which length applies to you, then save that code against each product so every invoice uses it.
